Openblas has it's own optimised versions of netlib lapack that it
bundles into `-lopenblas` so won't conflict with those libs. Also
enable RecursiveLAPACK.
From `Makefile.rule`:
```
Force number of make jobs. The default is the number of logical CPU of the host.
This is particularly useful when using distcc.
A negative value will disable adding a -j flag to make, allowing to use a parent
make -j value. This is useful to call OpenBLAS make from an other project
makefile
MAKE_NB_JOBS = 2
```

The following script was applied:

Then git grep 'index.html for further information' revealed two other files.
One of them was patched manually (patch.mk). Makefile has text
"See index.html for further information" unrelated to licensing.

* fixes "~winpthreads changes ~pthread_signal.h" etc. reported by build-pkg
mingw-w64 installs dummy headers if winpthreads isn't built
* enables libgomp to avoid double-build (see #331)
* no change in openmp-validation (still 20 failures - taken with a grain of
salt as the batch file test runner isn't a reliable perl substitute)
* pthreads virtual package kept for future testing
